His reputation for fairness at court is well attested, but so too are episodes suggesting a ruler wary of betrayal and quick to suppress dissent.
Records from his reign consistently highlight Hugh’s dedication to fostering a sophisticated court culture. He welcomed European poets, scholars, and artists, transforming Nicosia into a center of Gothic and French-influenced refinement. The architectural splendor of the Cathedral of St. Sophia and other civic projects reflect his ambitions for Cyprus to rival the courts of Western Europe. Yet, beneath this veneer of cosmopolitan brilliance, sources point to a court rife with intrigue. Hugh’s efforts to maintain authority over a fractious nobility often required calculated displays of power, including the imprisonment of rebellious lords and, at times, the confiscation of estates from those suspected of disloyalty.
